Public Works staff recommends City Council authorize a contract with Keep Sugar Land Beautiful in the amount of $60,252.00 for their services as detailed in the Executive Summary.

Executive Summary

The City has authorized and successfully completed annual contracts with Keep Sugar Land Beautiful (KSLB) since 1999. The contract is based on a per capita basis with a specific list of services including: Don’t Mess With Texas Trash-Off, Pollution Prevention Week Event, promotion of the City’s stormwater and recycling programs, public education on various environmental issues, and management of the Adopt-A-Spot program.  In addition, KSLB provides volunteer support for City functions such as Water Week/H20 EXPO, Electronics Recycling, and Christmas Tree Recycling.

The cost for this year, $0.76 per capita, remains the same; there is an $1,894 increase in the contract amount due to the increase in the City’s population which is a three percent increase in contract value which was included during the budget process. For 2006, KSLB reported a return of $2.76 per City contract dollar.  In 2007, preliminary results suggest even a larger cost benefit for each City contract dollar spent.

KSLB has a separate lease agreement with the City for rental of office space at 119 Brooks Street at a cost of $1.00 per year.  This contract automatically renews each year.  The office, including electric, water, wastewater and office furniture, conservatively equates to approximately $9,000 a year.

The Public Works Department recommends City Council authorize the annual agreement with KSLB in an amount not to exceed $60,252. Funding is available in account no. 059-5010-550-33-01.
