Executive Summary

The engineering staff during workshops on July 24, 2007 and August 28, 2007 presented to the City Council an overview of the Master Drainage Plan (MDP) update process.  One of the unique approaches taken in updating this MDP is to develop a ranking criterion that will be utilized to prioritize all identified drainage projects in the City.  Also, in this update a “threshold limit” for street ponding is proposed which will be utilized to identify future needed drainage improvement projects. 

 

The engineering staff also presented an overview of this project to the Planning and Zoning (P&Z) Commission on August 14, 2007.  Recommendations provided by the P&Z Commission and the City Council will be incorporated in the final MDP document that is slated for adoption in October, 2007.

 

City’s policy number PL-101 requires that all master plans be adopted via an ordinance.  Prior to this adoption, a public hearing is required at the Council level, with notification to occur in the newspaper 15 days prior to the hearing.  Public Notice of this hearing was posted in the local newspaper on September 12, 2007.  Today’s meeting (October 2, 2007) is the public hearing and first reading of the ordinance adopting the new MDP.

 

During our last workshop with the City Council, the Council directed the staff to identify specific recommendations on the “threshold criteria” and “ranking methodology” proposed in the updated MDP.  Staff will focus this presentation towards addressing these specific topics, and will also be available to address any other questions.

ORDINANCE NO. 1649

 

AN ORDINANCE OF THE CITY OF SUGAR LAND, TEXAS, ADOPTING THE 2007 MASTER DRAINAGE PLAN AS A PART OF THE COMPREHENSIVE PLAN.

 

            WHEREAS, chapter 213 of the Local Government Code authorizes the City to adopt a comprehensive plan for the long-range development of the City; and

 

            WHEREAS, the plan may:

 

(1) include provisions on land use, transportation, and public facilities;

 

(2) consist of a single plan or a coordinated set of plans organized by subject matter and geographic area; and

 

(3) be used to coordinate and guide the establishment of development regulations;  and

 

WHEREAS, a comprehensive plan has been reviewed by the City’s planning and zoning commission as required by law; and

 

            WHEREAS, a hearing was held at which the public was given an opportunity to give testimony and present written evidence as required by law; and

 

            WHEREAS, the City wishes to revise the Master Drainage Plan to reflect updated drainage planning, infrastructure development, and management within the City of Sugar Land; NOW, THEREFORE;

 

 

BE IT ORDAINED BY THE CITY COUNCIL

OF THE CITY OF SUGAR LAND, TEXAS:

 

            Section 1.  That the 2007 Master Drainage Plan as shown in Exhibit A, attached to and made a part of this ordinance, is adopted as a part of the Comprehensive Plan.
