Executive Summary |

In accordance with the Urban Beautification Policy, the City has worked with TxDOT and received matching funds and has implemented funding for improved landscaping along our State routes. The State routes include U.S. Highway 59, Dairy Ashford (between U.S. Highway 59 and U.S. 90A), State Highway 6, and Eldridge Road. U.S. 90A, now under construction, will be extensively landscaped as well. Several areas that are currently under construction will be transitioned into our maintenance responsibility by change order under current bid rate upon completion of the work by the contractors. Beautification service levels remain at the highest standard for these state routes and continue to include turf mowing, edging, weed-eating, plant bed maintenance and litter and debris removal for approximately 100 acres at 44 cycles per year. Existing and proposed services also include annual tree pruning, shrub, vine and grass trimming, fertilization and irrigation system checks. A map of the service area is attached. On August 30, 2007, the City received five (5) bids for the FY 2007-2008 Right of Way Beautification maintenance contract for state routes. Texas Lawn and Landscape Services submitted the lowest qualified bid at $283,933.16. Upon on-site inspections and discussions with references yielding high marks, Public Works is confident in Texas Lawn and Landscape Services’ ability to meet our service level expectations. The term of the contract is for one year beginning October 1, 2007 with a renewable option for three (3) additional one-year terms if both parties are agreeable and funding is available at the time. Staff recommends City Council award the FY 2007-2008 ROW beautification maintenance contract for state routes to Texas Lawn and Landscape Services in the amount of $283.933. Funding for this program is part of the 2007-2008 budget and will be available in the Public Works operations budget in the amount of $482,000.00. The remaining funding will be used for possible increases in acreage, additional litter pick up services, irrigation system repairs, tree replacement, water truck services, fertilizer and fire ant bait. |
