Executive Summary |

|
This workshop will
include an update on the Preliminary Engineering Report (PER) phase,
preliminary cost estimates, scheduling (including possible construction
phasing, design phase, consultant selection), and funding. Engineering is currently working with the
Texas Department of Transportation (TxDOT) and the Houston-Galveston Area
Council (HGAC) on clarifying issues with the funding and modeling of the
roadway and would like to update City Council on these issues. Staff is currently
working towards gaining approval of the Advanced Funding Agreement (AFA) with
TxDOT and the Interlocal Agreement with Fort Bend County for cost
participation. Both parties have
committed funds to the project and the agreements should be ready within the
next month. Staff will present the
delivery of this project and discuss the alternatives and pros and cons to
the different approaches. As part of these discussions staff would like to gain council’s input on design considerations as well as discuss policy issues that will need to be clarified as we move forward. |
