Review and Discuss the Animal Services Ordinance.

Executive Summary

One of the key priorities of the Community & Environmental Services Department for Fiscal Year 2008 is the enhancement of animal services to the public.  These enhancements were identified in the Enhancement of Animal Services Strategic Project and the majority of those milestones have been completed.  A new state of the art animal shelter was recently opened to the public and other aspects of the projects such as developing a volunteer program are complete.  Staff will provide an update on the new shelter and exciting volunteer program.

One of the final milestones of the project is updating the animal services ordinance.  The ordinance was last updated in 1994 and as a result we have comprehensively reviewed the ordinance and are recommending several ordinance changes.  Staff has received input from the public and Animal Control Advisory Board and will make recommendations to City Council in the areas of:  animal welfare, dangerous dogs, waste disposal, board membership and pet adoptions.  Staff will also review adoption fee options with City Council and will determine if there is Council interest in expanding shelter hours to ensure the availability of weekend adoptions.
