Review and Discussion of Transportation Policy Planning Efforts

Executive Summary

Mobility for people has been a long held objective of the City of Sugar Land.  Additionally, mobility and specifically traffic congestion continues to be one of the top priorities listed by residents.

As our community continues to develop and as the projected growth of Sugar Land and for that matter the entirety of Fort Bend County is realized, traffic and all forms of mobility will continue to be of critical importance.

From the City's investment in the expansion of US 59, SH 6, US 90A as well as the hike and bike trail master plan, the City has continually demonstrated its recognition of this growing need and the importance of planning and investment.

Presently the City of Sugar Land has numerous significant mobility initiatives under way such as:

Grand Parkway

I-69

Freight Rail

Commuter Rail

Commuter Bus Service – TREK

University Toll Bridge over Brazos

Commercial Area Bus Circulator

Citywide Bus Service

University Blvd – North over the Railroad Tracks

Eldridge Grade Separation at US 90A

County Mobility Bond

University Blvd. – Through Riverstone

US 90A Widening to 99

Policy Level Support for Transportation Master & Strategic Plans

Through this list of initiatives and others, the City will be successful in addressing mobility for people.  With the anticipated future development and population growth, the staff has realized the need to examine the organizational structure to ensure that the appropriate level of focus and emphasis is placed on all forms of mobility. As such, staff has identified the need to reallocate an existing resource which would focus on the strategic policy development, planning coordination and program implementation for multimodal transportation.

Staff will review with Council a proposal to realign existing positions within the City to create the proposed department and the intention to include this in the FY 08/09 budget
