Recommended Action

The Utilities Department is requesting that City Council accept the low bid and authorize the execution of a contract between the City of Sugar Land and Allgood Construction Co. for the University Boulevard Water and Sanitary Sewer Line Extension Project in an amount not to exceed $448,601.70.

Executive Summary

On Thursday, March 19, 2008, ten bids were opened for the University Boulevard Water and Sanitary Sewer Line Extension Project. The apparent low bidder was Allgood Construction Company, with a base bid of $448,601.70 and a 210-calendar day completion time.

 

The project’s scope of work consists of the installation of a 24-inch water line, starting at an existing 24-inch water line’s terminus on University Boulevard just north of Commonwealth Boulevard, and continuing north along University Boulevard approximately 3,270 L.F., crossing the new Telfair Tract 5 levee and terminating in the vicinity of the City’s proposed recreation center.  The project scope also includes the installation of approximately 3,600 L.F. of 6-inch sanitary sewer force main along the same alignment as the proposed 24-inch water line and one sanitary sewer lift station near the proposed recreation center’s site. 

 

The 24-inch water line extension is a recommendation of the 2007 Water Master Plan.  The proposed water line is the second phase of a three- phase extension that will complete a water line loop along University Boulevard from Commonwealth Boulevard to US 59.  Once completed, the water line loop, along with a future elevated storage tank in the general area, will help sustain water pressure in the Telfair and First Colony area.  The sanitary sewer line extension and lift station will provide interim sewer service to the future recreation center and possibly some of the proposed entertainment district, which would be located on Tract 5.  The project’s construction should begin in mid-June 2008 and with a 210-calendar day completion time should be operational by the beginning of 2009. 

 

Huitt-Zollars, Inc., the City’s consultant for the project, completed a reference review and bid evaluation and has provided a letter of recommendation indicating Allgood construction company is capable of completing a project of this nature.  Although Algood construction has not worked directly for the City, staff is familiar with the firm through their successful completion of several other similar projects for area developers.

 

There is currently $882,520 available for the construction phase of University Boulevard Water and Sanitary Sewer Line Extension project in the Capital Improvement Program CIP Project No. WA0805.  The project’s original budget was based on pricing from the first phase of the project and the escalating prices the area was experiencing in recent years.  However, the current downturn in parts of the greater Houston housing market has resulted in a very favorable bid for the project.  Staff recommends City Council authorize execution of the construction contract between the City and Allgood Construction Company, for the project’s total bid amount of $448,601.70.
