The
recent hotel CUP application brought focus on hotel/motel impacts on
communities. The case highlighted the
limitations of our current codes. We
have identified regulatory schemes used by other Texas cities. There are relevant concepts for models to
build on. However, there is no
one-size-fits-all approach. Developing
a set of regulations appropriate for Sugar Land will require careful and deliberate
consideration. We believe this will
require some amount of time. Hotels
and motels are permitted uses in the B-2 zoning district, leaving us with
very limited ability to address specific community concerns resulting from
future hotel/motel develop applications in the B-2 District. Accordingly, we believe short term or
interim code changes are necessary. Staff
is recommending an amendment to require a Conditional Use Permit for hotel –
motel development in the B-2 District.
This will give Council more regulatory authority over all hotel/motel
development in the City and allow us to address the hotel concerns in a
comprehensive manner. |
