Receive Workshop presentation and provide feedback to Staff regarding the Task Force’s Recommendations relating to the Rental Licensing Ordinance and Program.

Executive Summary

In March 2008, at the request of the City Council, the City Manager appointed a City Manager’s Task Force to provide citizen input on the implementation of the Residential Rental Property License Ordinance. Task Force membership consisted of 11 members of the community with interests in the ordinance: 5 members representing home owners and HOA’s, 5 members representing Landlords and rental property managers, and 1 member from the City’s Building Standards Commission.    Specifically, the Task Force was asked to review each section of the ordinance, assess how that section was being implemented by staff, and recommend changes to the ordinance or implementation if appropriate.  The Task Force worked diligently throughout the month of April and fulfilled its mandate by presenting its recommendation to the City Manager on April 30th, 2008. Staff has reviewed the recommendation and believes that all of the proposals it contains would increase the clarity and effectiveness of both the ordinance and the program.  Staff will present the Task Force’s recommendation to the City Council along with a plan to implement all Task Force recommendations.  Staff would like to thank the Task Force members who dedicated so much time and energy to improving the Residential Rental Property License Ordinance.  They are:  Al Abramczyk, Don Adams, Joan Berger, Michael Casey, E.G. (Bud) Friedman, Hillary Goldstein, Sherrie Knoepfel, Gregory LaCavera, Allan McDonald, Ralph Troiano and Marla VanOverbeke.

SUBJECT:     RENTAL LICENSE TASK FORCE

 

As discussed at the recent City Council meeting, a City Manager appointed Citizen’s Task Force is being created to provide recommendations to the City Manager on the implementation of the Residential Rental Property License Ordinance.

 

The task force will be made up of members recommended by City Council and Staff and includes rental property owners, rental property managers, neighborhood management companies, HOA representatives, homeowners, and a member of the Building Standards Commission.  They will begin work in March and will conclude with a recommendation to the City Manager by May 1, 2008.  The task force will dissolve upon providing a recommendation to the City Manager.  The City Manager will provide a report of his recommendation to City Council in late May as deemed necessary 

 

The scope of work for the task force is to review each section of the ordinance, assess how that section is being implemented by staff and then make a recommendation to the City Manager.  Special emphasis will be placed on the sections of code that Staff and Council have received the most feedback.  These include the process for obtaining a license, the application, the nature of the inspections, 4th Amendment concerns, and the amount of time allowed for repairs. 

 

The Staff Liaison for the Rental License Task Force will be Mike Goodrum.  The individuals invited to serve on the Task Force include:

I am creating a City Manager Task Force to provide input on the implementation of the Residential Rental Property License Ordinance. You have either been recommended for this task force by a councilmember or one of my staff and I hope you can make the commitment to participate.

 

The task force will begin work in March and will conclude with a recommendation to me by or on May 1st.  The scope of work for the task force is to review each section of the ordinance, assess how that section is being implemented by staff and then make a recommendation to the City Manager.  Special emphasis will be placed on the sections of code that Staff and Council have received the most feedback.  These include the process for obtaining a license, the application, the nature of the inspections, 4th Amendment concerns, and the amount of time allowed for repairs.  I would ask that you expect to commit to weekly meetings for approximately 2 hours.
