Recommended Action

The Public Works Department requests City Council authorize the execution of a construction contract with Gulf Coast Landscape Services, Inc. for the construction of park improvements in an amount not to exceed $355,087.50.

 

Executive Summary

On Thursday April 24, 2008, five bids were opened for the Duhacsek Park Project CIP No. PK0202. The confirmed low bidder was Gulf Coast Landscape Services with a bid of $355,087.50.

 

Huitt-Zollars, the City’s consultant for the project, completed a reference review and evaluation of bid proposals and has provided a letter of recommendation indicating Gulf Coast Landscape Services Inc.  is capable of completing a project of this nature.  Staff is also familiar with Gulf Coast Landscape Services Inc. through their successful completion of numerous projects for the City.

 

The scope of this project will include the following improvements:

  • New restroom facilities
  • Pavilion (1,500 Sq. Ft.)
  • New 40 car gravel parking lot (County Participation)
  • Fishing Pond (County Participation)
  • Granite paths
  • Improved driveway (County Participation)
  • Replacement of septic system with MUD 41 sewer services
  • Water service from MUD 41
  • Lighting
  • Landscape Berms

 

Through an interlocal agreement, Fort Bend County has agreed to assist in the construction of the parking lot and the excavation of the pond.  This is in response to the granting of a drainage easement and additional right-of-way along Old Richmond Road. City staff will be coordinating the County's work with this project.

 

With approval of this request a contract will be executed and a notice to proceed issued. Construction would begin May 2008 and with project duration of 120 calendar days, staff anticipates completion of project in September 2008.

 

Funding for these services is budgeted and available in CIP PK0202 Duhacsek Park Project, which currently has an unencumbered balance of $436,270.24.  Staff recommends City Council authorization execution of a construction contract with Gulf Coast Landscape Services, Inc. in the amount of $355,087.50
