Recommended Action

Staff recommends that the City Council select E.E. Reed Construction, LP, as the General Contractor for the renovation of the Central State Farm Prison Building as part of the Houston Museum of Natural Science at Sugar Land project and approve a contract for preconstruction and construction phase services.

Executive Summary

On February 19, 2008, the City Council approved Resolution No. 08-07 determining that Competitive Sealed Proposals is the delivery method providing the “Best Value” for construction services to renovate the Central State Farm Prison Building as part of the ongoing Houston Museum of Natural Science (HMNS) at Sugar Land project.  As presented, this delivery method will help assure that the project will be constructed within budget and on schedule.  It is the same approach used for the construction of both the Airport terminal and City Hall.

 

After approval of Resolution No. 08-07, and pursuant to the Texas Local Government Code, City staff and the architect, PGAL, developed a Request for Competitive Sealed Proposals (RFCSP) that was used in securing proposals from interested general contractors.  The RFCSP established the following weighted selection criteria for the City to use in evaluating and selecting a general contractor:

  • General Company Information and History – 10%
  • Project Personnel and Experience – 35%
  • Financial Information – 20%
  • Safety – 10%
  • Narrative, Testimonials and References – 5%
  • Fee Quotation – 20%

 

The RFCSP packet was completed and distributed to interested parties beginning on February 27, 2008.  Staff and the architect contacted and invited ten firms to submit proposals, but due to the extremely competitive commercial building market in Houston, only two proposals were received by the 2:00 PM, Thursday, March 13, 2008, deadline. 

 

Though only two proposals were received, staff is completely confident that both are extremely competitive and that each firm would do an excellent job.  Additionally, to reinforce staff’s confidence in the competitiveness of each proposal, interviews with both firms were held on March 18, 2008, to allow staff an opportunity to further evaluate the proposals.  After the interviews and a detailed evaluation of the proposals by the selection committee, comprised of City staff and the architect (PGAL), each proposal was ranked on the basis of the published selection criteria. 

 

Based on the results of the rankings, which are detailed in the attached chart, staff is recommending that the City Council award E.E. Reed Construction, LP, with a contract for preconstruction and construction phase services for HMNS at Sugar Land project.  Due to the strength of Sugar Land-based E.E. Reed’s proposal and the City and PGAL’s experience with this firm on the Airport project, staff is certain that E.E. Reed will offer the best value in providing preconstruction and construction phase services for the Museum project. 

 

Accordingly, and as was done for both the Airport and City Hall projects, the contract that the City Council is being asked to consider is based on an industry standard, as modified specifically for the HMNS at Sugar Land project.  It consists of two main parts: (1) preconstruction phase services, including assistance with design and development of cost estimates, and (2) construction phase services, which include the actual renovation of the building.  The action recommended by this agenda item is for the City Council to authorize a contract with E.E. Reed Construction, LP, for the delivery of preconstruction phase services in an amount not to exceed $16,000. 

 

Upon completion of the preconstruction phase, the general contractor will provide the City with a proposed Guaranteed Maximum Price (GMP) for the renovation.  If the proposed GMP is acceptable, the City Council will be asked to approve the GMP as a contract amendment and authorize the general contractor to proceed with construction.  Funding for both the preconstruction and construction phases, provided by the Sugar Land 4B Corporation, is available in CIP MU0708.

 

Upon completion of this phase, staff anticipates bringing a request to authorize construction to the City Council in late Summer 2008, keeping the HMNS at Sugar Land on schedule for an anticipated Summer 2009 opening.
