Recommended Action

Action I:  Receive and hear all persons desiring to be heard on a proposal to partially fund expenses related to the production of a Historic Documentary on the City of Sugar Land.

 

Action II.   Approve Funding Resolution No. 08- 04-07 in the amount of $60,000 authorizing the Sugar Land 4B Corporation to partially fund the Historical Documentary on Sugar Land and to be produced by Image Resources Group..

Executive Summary

Historic Preservation is Goal Eleven of the City’s comprehensive plan.  It is further defined to preserve, protect, and enhance natural, historical, cultural and architectural features.  One specific objective is to preserve the recorded history of the City and collect and preserve historical items.  To further this initiative, the Sugar Land 4B Corporation approved $60,000 toward a historical documentary project in the 2006/2007 Fiscal Year Budget.  This will fund a portion of a historic documentary for Sugar Land and the remaining $60,000 will come from the HOT revenues to fund the balance of the $120,000 contract between the City of Sugar Land and Image Resources.  Image Resources was identified as a sole vendor for this project due to their extensive library of historic video footage on Imperial Sugar and Sugar Land for which they hold the copyrights. 

 

This historic documentary will capture and document both the history of Sugar Land and the stories of its people.  The final product will be an approximately 8 to 12 minute video and utilize existing and original footage, such as “From Cane Break to Sugar Bowl.”  The video will include the oral history as given by selected members of the community as well as new current development footage.  The project will also include the extensive transfer of the historic reel film to digital product and the provision of the historical film, negatives and prints to the City.

 

Due to negotiations with Image Resources regarding a letter of agreement to use their historic footage, the funds were rolled over into the 2007/2008 budget.  A previously approved Letter of Agreement between the City of Sugar Land and Image Resources details copyright and usage issues between the City and Image Resources for the historic footage that the City will be receiving. 

 

With the Sugar Land 4B Corporation’s approval of Funding Resolution No. 08-04-07 , the contract will be taken to City Council on May 6, 2008 for consideration.

A RESOLUTION OF THE SUGAR LAND 4B CORPORATION APPROVING PROJECT FUNDING FOR A HISTORIC DOCUMENTARY PRODUCED BY IMAGE RESOURCES GROUP UNDER THE FUNDING AGREEMENT WITH THE CITY OF SUGAR LAND.  

 

            WHEREAS, the Sugar Land 4B Corporation entered into a Funding Agreement with the City of Sugar Land, Texas, dated December 12, 1995, to provide funding as requested by the City for projects authorized under section 4B of the Development Corporation Act of 1979 (the Act); and

 

            WHEREAS, the City has requested that the SL4B fund the project described herein; and

 

            WHEREAS, the Board of Directors of the SL4B finds that the project is authorized under and properly serves the purpose of section 4B of the Act as specified below; and

 

            WHEREAS, the SL4B held a public hearing on this specific project on April 15, 2008;   NOW, THEREFORE,

 

BE IT RESOLVED BY THE BOARD OF DIRECTORS

OF THE SUGAR LAND 4B CORPORATION:

 

            Section 1.  That in accordance with the Funding Agreement with the City of Sugar Land, it approves funding for the following project:

 

Description of Project: Produce a historic documentary about the City of Sugar Land.
