Recommended Action

The Public Works Department requests City Council authorize a contract in the amount of $605,660 with Traf-Tex, Inc. for the construction of traffic signals at the intersections of State Highway 6 at Fluor Daniel Drive, and State Highway 6 at Grants Lake Boulevard.

Executive Summary

On January 24, 2008 three qualified bids were received for the construction/replacement of traffic signals at the intersections of State Highway 6 at Fluor Daniel Drive and State Highway 6 at Grants Lake Boulevard.  The construction includes installation of ornamental signal poles in accordance with the City’s Urban Beautification Policy. The low bidder was Traf-Tex, Inc. with a base bid of $605,660.  Project plans and specifications call for an October 2008 completion. 

 

Traf-Tex has performed excellently in the past on similar City of Sugar Land traffic projects including the installation of the signalized intersection at Eldridge Road at Nantucket Drive and the installation of the signalized intersection of West Airport at Gillingham Lane.

 

The Highway 6 Aesthetics Improvements, CIP No. TR0702, budgeted $425,000 in FY07.  A supplemental funding request of $500,000 was included in the FY08 CIP and will be submitted to SL4B for consideration on April 16.  This funding request will cover the construction deficit as well as design the next three signals at Frost Pass, Settlers Way and Williams Trace.   While the signal installations will be upgraded to the higher aesthetic standard, the primary purpose of the project is to replace the span wire installations which are nearing the end of their useful life of 10 years.  In addition to the two locations specified above, the original scope and total budget of $925,000 was to include aesthetic enhancements at a total of five S.H. 6 intersections.  Upon receipt of bids for the project, we became aware that the unit cost for the removal and replacement of a signalized intersection had increased by approximately 50 percent, from $200,000 to $300,000, attributable to the rising cost of steel.  With the remaining balance of $372,109 and the $500,000 authorization, we will be able to complete the construction of the Fluor Daniel Drive and Grants Lake intersections on S.H. 6 and design the remaining three signals. Funding for the construction of the remaining signals will be submitted for consideration in the FY09 CIP.
