Recommended Action

Staff requests City Council approval to purchase new and tech replacement radio equipment from Motorola via the HGAC Cooperative Purchasing Agreement.

 

Executive Summary

During the fiscal year 07/08 budget process, the police and fire departments received funding for mobile and portable radios for ten (10) new positions and eight (8) new vehicles for a total of eighteen (18) additional radios. In addition, the Departments received funding under the technology replacement fund for radios that are in need of replacement. The Police and Fire Departments currently have one-hundred-thirty (130) radios that are eligible and are in need of replacement, of which one-hundred -nine (109) can be replaced under this request. The total number of radios being requested is one-hundred-twenty-seven (127) (109 replacement radios and 18 new radios).

 

The Department is able to take advantage of special pricing for seventy-four (74) of the radios because of the FCC 700mhz radio re-banding project. This project involves the shift in the frequency range of public safety radio systems from the 800mhz range to the 700mhz range and requires the replacement/upgrade of radios in order for them to be compatible with the new platform. Because of the re-banding project, the departments are able to trade in seventy –four (74) non-compatible radios and receive updated equipment at a reduced cost.

 

The radios are available through the HGAC Cooperative Purchasing agreement from Motorola, Inc.  $246,932.00 is available through the high tech replacement account for replacement radios, and $75,112.00 is budgeted in PD and FD programs 1811, 1823, 1828 and 1905 for new radios. The total budget of $322,044.00 will enable the purchase of eighteen (18) additional radios and replace one-hundred nine (109) radios.  Discounted pricing will apply to seventy –four (74) radios.  The department requests approval to purchase the new and tech replacement radios.
