Recommended Action

Award Engineering Services Contract for the Final Design of proposed stormwater diversions to Eldridge Rd. to Dannenbaum Engineering Corporation for an amount not to exceed $77,247.

Executive Summary

During the expansion of Eldridge Rd., the City staff worked with the Texas Department of Transportation (TxDOT) to allocate additional capacity in the Eldridge Rd. storm sewers to accommodate proposed stormwater diversions from the Covington Woods area.  These diversions were intended to alleviate some of the flooding concerns in the Covington Woods watershed, as identified in the Covington Woods Drainage Study.  The proposed street intersections that were included in the original design were: Woodchester, Bournewood, and Greywood.  The design plans for these diversions were prepared in 2005 and were approved by TxDOT.

 

The construction of the proposed diversions was put on hold pending the completion of the detailed Sugar Mill Drainage Study.  One of the scopes included in the Sugar Mill Study was to evaluate the impact of the proposed diversions on Ditch A-22.  The Sugar Mill study was recently completed.  This study has confirmed that there are no adverse impacts on Ditch A-22 from the proposed diversions.  As such, the construction of the identified improvements can move forward.

 

The Sugar Mill Drainage Study has also identified a number of improvements in the A-22 watershed to alleviate flooding concerns.  One of the identified improvements includes stormwater diversion from Rolling Mill Dr., which also ties into Eldridge Rd.  As a result, a contract was negotiated with Dannenbaum to perform the following:  The main scope of this engineering services contract is to update the original design plans and specifications to reflect current (changed) field conditions.  Also, the scope of services is expanded with additional services to determine if additional diversions can be incorporated into the original design.  The proposed additional (new) intersections include: Rolling Mill Dr. and Greenbriar/ Linden Dr.  If the proposed additional (2) diversions can be incorporated into the original design, the plans will be updated to reflect these changes.  The revised plans will then be resubmitted to TxDOT for permitting purposes.

 

Dannenbaum Engineering Corporation (DEC) was selected as the consultant to perform this design work, since they were also the Engineer of Record on the original plans.  A detailed scope of work/ proposal from DEC is attached to this agenda request.  The total contract amount for all the identified scope of services is not to exceed $77,247.  The duration of this engineering contract is 180 calendar days. Construction of the originally proposed improvements is budgeted and identified in the FY 2009 CIP.  The estimated preliminary construction cost is $900,000.  This 2005 cost estimate will be refined as part of this design contract, and will also include costs for two additional diversions, if included.  The revised cost estimated would be available prior to the finalization of the FY 2009 CIP.

 

Funding Availability

Funding for this project was budgeted in the FY 2008 CIP.  There is currently $150,000 available in DR0801 for design related project expenses that are funded from CO’s and WCID #1.
