Recommended Action

The Utilities Department staff is requesting that City Council authorize the execution of a professional services contract between the City and LJA Engineering & Surveying, Inc. (LJA), for engineering services of the Surface Water Conversion Transmission Line Routing Study, in an amount not to exceed $97,858.00

Executive Summary

Per the Fort Bend Subsidence District (FBSD) regulations, the City of Sugar Land submitted a Groundwater Reduction Plan (GRP) on December 31, 2007, which outlines the City’s planned strategies for meeting the FBSD’s timeline for our mandated conversion to non-groundwater sources. As indicated in the GRP, the City will construct a surface water treatment plant and surface water transmission lines to implement the phased conversion. The Phase I system will consist of approximately 33,700 linear feet of 20-inch to 36-inch water lines and Phase II system will consist of approximately 42,000 linear feet of 16-inch to 30-inch water lines. The transmission lines will carry treated surface water from the new surface water treatment plant to our existing groundwater plants for blending and distribution.

 

A routing study for the transmission lines has been budgeted in CIP No. SW0801. From the Department’s library of pre-qualified firms, LJA was selected for the study based on the firm’s previous experiences on similar projects and up-to-date knowledge with the Telfair and Tract 3 developments, through which the new surface water transmission lines will be potentially routed. 

 

Accordingly, the Utilities Department has solicited a proposal from LJA, to provide engineering services for the transmission line routing study. The scope of work of this contract includes the following services:

 

Basic Engineering Services (for both Phase I and Phase II conversions)

·            Data collection of existing conditions

·            Analysis of alignment alternatives, including construction traffic impacts

·           Identification of areas of concern, i.e., utility conflicts, current and future land use, and

        major road crossings, etc.

·            Recommendations

 

Special Services (for both Phase I and Phase II conversions)

·           Evaluation of publicly available geotechnical and fault data

 

Additional Engineering Services (for Phase I)

·           Generate a list of parcels and owners necessitated to obtain easements for the recommended         route

 

Currently there is a total of $250,000 available in Capital Improvement Program, Surface Water Conversion Transmission Line Routing Study Project, CIP No. SW0801 for the routing study and easement acquisition.  Based on LJA’s, proposal, it is anticipated that the project will be completed by September 2008.

 

Staff recommends City Council authorize execution of a professional services contract between the City and LJA Engineering & Surveying, Inc., for engineering services of the Surface Water Conversion Transmission Line Routing Study, in an amount not to exceed $97,858.00.
