Executive Summary |
||||
|
After hurricane Rita, the Department conducted a post-incident review and listed several areas where improvements are needed to help the Utility Department endure a natural disaster. Some of the items that were noted will be addressed in this CIP project. The range of issues addressed is improved emergency capacity for water production and distribution to restroom facilities at locations with manned personnel during emergency periods. The scope of work for this engineering services contract includes the design and limited construction phase services: ·
Lakeview
Water Plant: Upgrade Emergency Power Generator with,
transfer switch and new electrical switchgear to accommodate additional
booster pump(s) at Lakeview Water Plant, including above ground diesel
storage. ·
Sugar Creek Water Plant: Provide
a right angle drive on deep well (Well No.2) including above ground fuel
storage. In addition, provide a new above ground diesel storage tank for the
existing right angle drive on Well No. 1 and the existing booster pump direct
drive diesel engine. Further, provide a new (smaller) emergency diesel
generator (fuel supply from same above ground storage tank) to power the
control building lighting and other building electrical. Demo existing pump
and control building and re-build, in-place, a new masonry building with
substantial structure (able to withstand 125 mph winds). ·
Provide restroom facilities
consisting of a toilet and lavatory at the Austin Parkway Water Plant
including sanitary sewer line from plant site to City of Sugar Land
collection system. ·
Provide restroom facilities
consisting of a toilet and lavatory at the First Colony Boulevard Water Plant
including sanitary sewer line from plant site to City of Sugar Land
collection system. As mentioned, the Water Plant Upgrade project is part of a larger overall plan that will help the Department provide a safe and secure water supply during and after a natural disaster. The design phase of this project is expected to take 16 weeks to complete. Hostetler Johnston, LLC has been involved in designing water and wastewater facilities for over 30 years and are familiar with City’s Utility system. We have worked with this engineering firm on several projects in the past and have been very satisfied with their capabilities. There is $62,500 available for design services in project #CIP WA0703. The Utilities Department staff requests City Council accept the proposal and authorize a professional services contract between the City and Hostetler Johnston, LLC to complete the design and construction services for the Water Plant Renovations and Upgrade Project in an amount not to exceed $ 57,000.00. Construction funding is planned in the 5-year CIP for FY 2009. |

Design Engineering Services Contract Proposal
Certain
Renovations and Upgrades at Four City Water Plants
WA 0703
Dear Howard:
It is with pleasure that I submit to you our
proposal to provide the design engineering and construction management services
to the City of Sugar Land (City) for Certain Renovations and Upgrades to Four
City Water Plants as outlined in the, previously submitted, preliminary
engineering report for the Renovations and Upgrades to four Water Plants within
the City of Sugar Land, dated May 2007. Generally, the water plants and
improvements are as follows:
1.) Lakeview Water Plant Upgrade:
Emergency Power Generator including under
mounted Diesel storage tank,
automatic Transfer Switch, and new electrical
switchgear to accommodate additional
booster pumps.
2.) The Sugar Creek Water Plant: Provide a Right angle drive on
Deep Well (Well No.2) including above ground fuel storage. In addition, provide
a new above ground diesel storage tank for the existing right angle drive on
Well No. 1 and the existing booster pump direct drive diesel engine. Further,
provide a new (smaller) Emergency Diesel Generator (fuel supply from same above
ground storage tank) to power the control building lighting and other building
electrical.
3.) The Sugar Creek Water Plant Demolish and remove
existing metallic building and
sequentially
construct a new concrete masonry block building in place with hollow core
concrete roofing
panel system designed to withstand 125 mph winds. Furnish and install
12 KW Generator, Transfer Switch and
Distribution in Control room including new main
electrical switchgear and motor control centers.
4.) Austin Parkway Water Plant and First Colony Blv’d. Water Plant:
Provide restroom facilities consisting of a toilet and lavatory, including a
grinder pump station and 2-inch pressure sanitary sewer line from the plant
site(s) to City of Sugar Land collection system
Based on the above
description as generally being the scope of the project, we propose to provide the
following design and construction management engineering services:
Design Phase Services:
a.
Prepare and submit five (5)
Design Plan sets, including; Technical Specifications, Special
Conditions and Bid Proposal documents.
b. Prepare Itemized Bid Form and
Proposal (City will supply format).
c. Conduct pre-Bid
conference.
d. Review bids, prepare bid tabulation
and assist City in Awarding
contract.
Construction Phase Services:
a. Conduct pre-Construction
conference.
b. Assist City in processing
contractor’s pay requests.
c. Respond to Contractor’s request
for information (RFI) and make
recommendations for change orders.
d. Process Contractor’s submittal
data.
e. Conduct Final Inspection, Observe
equipment start-up and prepare project
Close Out documents.
We propose to
provide these design and construction management engineering services on a lump
sum fee basis:
Design Phase
Engineering Lump Sum Fee…………………………$57,000.00
The above lump sum
engineering fee includes all secretarial/clerical expense and subcontract
special consultants, except geotechnical and land surveying. If the City asks
for engineering services beyond the scope of work defined herein, these
services shall be compensated for at an hourly rate basis.
Invoicing will be monthly based on percent
completion of engineering services.
