Recommended Action

Public Works staff recommends the approval of Ordinance No. 1597 establishing a new speed limit on West Airport Boulevard from Eldridge Road to Burney Road of 35 miles per hour.

Executive Summary

The City has been working with the Glen Laurel HOA regarding safety concerns on West Airport Boulevard between Eldridge Road and Burney Road.  One area of concern includes the speed limit currently in place. 

 

The West Airport Boulevard extension between Eldridge Road and Mason Road was completed in the summer of 2004.  A speed study was conducted in the fall of 2004 and Ordinance No. 1464 for West Airport Boulevard was approved by council on November 02, 2004 establishing the following speed limit:

 

·        From Dairy Ashford Road to Mason Road: 40 miles per hour

·        From Mason Road to Burney Road: 35 miles per hour

 

The following details the results of a speed study conducted by Public Works in October 2006:

 

Eldridge Road to Mason Road (Posted with 40 miles per hour, Glen Laurel Reserve subdivision)

 

  • The 85th percentile speed in eastbound direction= 43 mph
  • The 85th percentile speed in westbound direction= 45 mph

 

Mason Road to Burney Road (Posted with 35 miles per hour, Glen Laurel Subdivision)

  • The 85th percentile speed in eastbound direction= 40 mph
  • The 85th percentile speed in westbound direction= 46 mph

 

We are recommending the reduction of the current 40 mile per hour speed zone between Eldridge Road and Mason Road to 35 miles per hour due to the following factors:

 

·        Consistency with 35 mph through residential areas from SH 6 to US 59

·        Roadway alignment or curvature along the corridor

·        Increased average daily traffic on West Airport since FBC extended West Airport to FM 1464

·        Increased traffic at the intersection of Cottonwood Drive and West Airport Boulevard

·        Safety for cross street traffic

·        Number of accidents due to various reasons

·        Neighborhood support

 

We also recommend maintaining the current 40 mph posted speed zone through Sugar Land Business Park area between Eldridge Road (FM 1876) and Dairy Ashford Road.

 

The Police Department as well as neighborhood representatives were included in helping make this recommendation.  The Glen Laurel HOA fully supports this recommendation.  We believe that lowering the speed limit as well as continuing with targeted Police enforcement will make the West Airport Boulevard corridor safer for all residents and travelers.

ORDINANCE NO.  1597

 

AN ORDINANCE OF THE CITY OF SUGAR LAND, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING SPEED LIMITS FOR WEST AIRPORT BOULEVARD.

 

 

BE IT ORDAINED BY THE CITY COUNCIL

OF THE CITY OF SUGAR LAND, TEXAS:

 

            Section 1. That Sec. 5-128 (b), West Airport Boulevard, of the Code of Ordinances is amended to read as follows:

 

     West Airport Boulevard

 

(1)   From Dairy Ashford Road to Eldridge Road (FM 1876), a distance of approximately 1.360 miles, 40 miles per hour.

 

(2)    From Eldridge Road (FM 1876) to Burney Road, a distance of approximately 1.269 miles, 35 miles per hour.

 

            Section 2.  That the provisions of this ordinance are severable and the invalidity of any part of this ordinance will not affect the validity of the remainder of the ordinance.

 

            Section 3.  That any person found guilty of violating this ordinance will be fined not more than $200.00 for each offense.  Notice of the enactment of this ordinance will be given by publishing the ordinance or its descriptive caption and penalty in the City's official newspaper one time within thirty days of passage.
