Recommended Action

Public Works and Utilities staff is requesting that City Council accept the low bid and authorize a contract between the City and Kingsley Constructors, Inc., for the Commonwealth /University Utility Line Extension Project to serve the Sugar Land Memorial Park in an amount not to exceed $708,160.00 and authorize the appropriation of $200,000 from the Utility CIP fund balance to project No. WA0606.

 

Executive Summary

The scope of this project is to provide water and sanitary sewer service for the new Sugar Land Memorial Park site currently under construction.  The utility lines are sized to serve the ultimate full development as determined by our water and wastewater master plans. Consequently, these improvements will be eligible for reimbursement from the collection of developer connection fees paid by both the Telfair and Riverstone developments as development occurs.

 

We will be installing utility lines from the Avalon subdivision along Commonwealth, crossing ditch H and continuing down University Boulevard to the park site. This will consist of approximately 1,330 linear feet of 12” water line and 1,560 linear feet of 24”water line.  Wastewater will consist of 160 linear feet of 2” sanitary force main and 1,090 linear feet of 6” sanitary force main, and 235 linear feet of 6” gravity sewer line and one (1) lift station. The allotted construction time is 90 calendar days, establishing an estimated completion date of March 2007.

 

Commonwealth/University Utility Line Extension Project, WA0606, has an unencumbered balance of $545,150.00.  The additional appropriation of $200,000.00 will be taken from the Utility CIP fund balance and will cover construction cost with a 5% contingency. The project bids exceeded the budget estimated last year, which is due to continued escalations in materials and construction costs. These additional costs will be included in our annual evaluation and calculation of connection fees.

 

Staff is requesting that City Council accept the low bid and authorize a contract between the City and Kingsley constructors, Inc., for the Commonwealth /University Utility Line Extension Project to serve the Sugar Land Memorial Park in an amount not to exceed $708,160.00 and authorize the appropriation of $200,000 from the Utility CIP fund balance to project No. WA0606.
