Recommended Action

The Utilities Department is requesting that City Council accept the low bid and authorize a contract between the City of Sugar Land and Houston Landscapes Unlimited for the North Wastewater Treatment Plant berm and the U.S. 59 at Williams Trace Storm Water Lift Station Landscape Project in an amount not to exceed $ 68,347.20

Executive Summary

This landscape project will provide additional screening effects to the existing berm for the City’s North Wastewater Treatment Plant located at 16450 Southwest Freeway and the storm water lift station located at 15216˝ Southwest Freeway at Williams Trace. This project was planned following the City’s acquisition of the North Plant and donation of area by FCCA. An exhibit of the locations is attached.

 

The TxDOT storm water lift station (completed after our initial landscape project) is included with the project to improve its appearance and help screen it from motorists’ view when traveling along the south bound U.S. 59 feeder road.  Since the lift station is within the U.S. 59 right-of-way it required both a permit and the City’s agreement to maintain the landscaping.  Consequently, the City received the approved permit (#06-011) from TxDOT and confirmed that we would maintain the landscaping through the current U.S. 59 maintenance agreement.

 

The scope of services for the project consists of site preparation, planting various plants, irrigation system installation and sod for the two sites. In addition, the contractor will be required to provide a 60-day maintenance agreement on the material.  The plant material has been designed to coordinate with the U.S. 59 Beautification Project completed a few years ago and to minimize maintenance requirements. 

 

A total of three bids for this project were opened on November 2, 2006 with Houston Landscapes Unlimited submitting the lowest responsible bid for the completion of the work.

The low bid project costs consist of $64,939.70 for screening the wastewater plant and $3,407.50 for the pump station landscape screening.  Funding is available in CIP No. WW0402 North Plant rehabilitation in the amount of $135,000 for the berm and in project No. ST0108 U.S. 59 Beautification in the amount of $78,221.88 for the pump station.

 

The City’s architect, Clark Condon & Associates, has reviewed the three bid proposals and recommends award to the low bidder, Houston Landscapes Unlimited in the amount of $68,347.20.
