Recommended Action

Public Works staff is requesting that City Council authorize an engineering service contract between the City and Cobb Fendley & Associates, Inc., for design services related to the Main Street Reconstruction Project in an amount not to exceed $95,054.00.  The project limits are from the north side of the Main Street bridge to the existing new pavement just north of Seventh Street.

Executive Summary

The Public Works Department has solicited a proposal from Cobb Fendley & Associates, Inc., to provide engineering services for the Main Street Reconstruction Project.  The Main Street Reconstruction Project is located from the north side of the Main Street Bridge to the existing new pavement just north of Seventh Street. Additional services include geotechnical and surveying necessary for project design. The contract scope of work is as follows:

 

            PER Phase

·        Review record as-built drawings of adjacent intersecting streets, First Street through Seventh Street

·        Review hydraulics and hydrological data and flood plain

·        Provide drainage and storm sewer analysis

·        Traffic study, including possible traffic calming elements at Main Street and Seventh Street (in accordance with the University Boulevard extension study)

 

Design Phase  

·        Prepare design plans, technical specifications and special conditions to contract documents

·        Review traffic flows and counts and prepare a construction/traffic phasing plan

·        Prepare itemized bid form and proposal (City will supply format)

 

Funding for the Main Street Reconstruction Project design phase has been budgeted in the FY2007 Capital Improvement Program with construction scheduled for late FY2007. This portion of Main Street is one of the City’s few remaining asphalt streets and was last overlaid in 1990. The scope of the Main Street Reconstruction Project will consist of removing and replacing the existing asphalt pavement with 7” concrete pavement from the Main Street Bridge to Seventh Street in order to bring the street into compliance with current City pavement and drainage standards. The installation of new concrete pavement will include an expanded storm sewer system with additional inlets, up graded outfalls, utility adjustments, sidewalk replacement with access ramps, and driveway grade adjustments. Prior to starting construction, staff will coordinate with the area homeowners, police department, fire department, parks staff, Saint Theresa’s Church, and provide contact numbers to each.

 

Following is a proposed schedule for the project:

·        Preliminary engineering – December 2006 – February 2007

·        Final design – March  2007 – May 2007 (60 calendar days)

·        Bid phase – May 2007 – June 2007 (Depending upon US 90A and SH 6 Overpass Construction

Progress)

·        Construction – June 2007 –November 2007 (150 calendar days)

 

Cobb Fendley & Assocaites, Inc has agreed to perform the proposed engineering service within 180 days from notice to proceed for an amount not to exceed $95,054.  Funding for the requested engineering services is available in CIP No. ST0706 with a current balance of $1,310,000. These funds are part of the last issuance of the 1999 voter approved GO Bonds.
