Recommended Action

Review and Discuss the Recreation Center Programming Project options; Receive direction from City Council on the preferred Recreation Center option.

Executive Summary

The Recreation Center Programming was identified as a strategic project in the 2005-2006 fiscal year.  It is a carry over project for FY 2006-2007.

 

The 1999 bond package included $4,100,000.00 for design and construction of a Recreation Center. In addition, the 2003 Comprehensive Plan included the Recreation Center project as a City goal and the 2005 Parks, Recreation and Open Space Master Plan identified the development of the center as the highest Parks and Recreation priority.  Consensus of the community has focused on the need to fill gaps in the offerings provided by the private sector. The Recreation Center has focused on the needs of the community and will not compete with private health and fitness facilities. 

 

City Council direction at the September 27, 2005 meeting was to proceed with programming of a prototype facility that addresses future indoor recreation needs that would be constructed in different areas of town.  A preliminary planning contract was awarded to Brinkley Sargent Architects at the April 20, 2006 City Council meeting.

 

Staff will present the results of the planning contract to date which includes several programming options for discussion.  Options will reflect the project budget and opportunities anticipating the $400,000 grant that has been applied for through the Texas Parks and Wildlife Department.  Brinkley Sargent Architects has researched and studied the demographics and has provided estimated projections on the operations and maintenance costs to run the center.  This information will also be presented.

 

Based on City Council input, the project will proceed to completion of this conceptual design phase and on to schematic design of the building and site.
