Recommended Action

Staff recommends City council’s authorization to award a contract with KSA Engineers, Inc. for the design of the Sugar Land Regional Airport T-hangar project.

Executive Summary

KSA Engineers, Inc. is being recommended as the firm to design the new T-Hangar Complex located south of the new Sugar Land Regional Airport Terminal.  The design scope will be 96 t-hangars (in 6 separate buildings – see break down below), a 1900 SF pilots area, and a 1900 SF public waiting, staff work area and equipment storage area.  The design will be such that it may be bid and built in phases due to budgetary constraints.  The base bid will include 81 t-hangar units, which will accommodate all 79 current t-hangar customers, at an estimated cost of $3 million.  Add alternates will be for the pilots area, the waiting area/work area, and the remaining 15 t-hangars.  The overall design will encompass the following:

 

  • Two buildings at 399’ long by 52’ wide with 41’8” doors and 18 units per building
  • One buildings at 396’ long by 60’ wide with 43’8” doors and 15 units per building plus pilot facilities
  • One buildings at 396’ long by 60’ wide with 43’8” doors and 15 units per building plus wait/work facilities
  • Two buildings at 384’ long by 60’ wide with 47’8” doors and 15 units per building

 

The following are some of the amenities proposed to be included in the project:

 

  • Electrically operated bifold doors
  • Brick or spit face CMU fa็ade applied up one-third of the face of the ends of the hangars
  • Water, sewer, electricity and phone/data service
  • Light fixtures, and electrical outlets to each bay
  • Unisex restroom at the end of three T-hangar buildings
  • Concrete pavement

 

Under the terms of the City’s contract with KSA Engineers, Inc., the firm will provide the following services:

  • Preliminary design
  • Final design (plans and specifications)
  • Bid phase services
  • Construction administration
  • Project close out

 

The original budget for construction was set at $2 million, and increased to the current budget of $3 million.  Due to recent construction cost increases, the project will be phased to assure that the end product is within the $3 million budget, and still meet the current need for t-hangars.  The bids that we receive for construction of the project will dictate what amenities and other improvements beyond the 81 T-hangars we are able to construct.

 

Funding for the design phase services will be from CIP No. AP0601 with an available balance of $100,000.  Design is to be completed by April 2007 with an anticipated start date of construction in August 2007, with completion in May 2008.
