Recommended Action

Approve Resolution No. 06-47 naming the 9 mile Brazos River Parkland.

Executive Summary

At the September 19, 2006 City Council meeting, City Council was presented with the Parks and Recreation Policy Advisory Board naming recommendation for the Brazos River Parkland, pursuant to the park naming policy, 7000-03 (see attached).  The Brazos River Parkland Naming Committee, comprised of three Parks and Recreation Advisory Board members appointed by the Parks Board Chair, Tony Talamini, Michelle Wohlwend, and André McDonald, made the recommendation to the Parks and Recreation Policy Advisory Board.

 

The initial recommendation for the naming of the Brazos River Parkland, which encompasses 3,600 acres of flood way property within the corporate limits, was as follows:

 

  1. The Brazos River Corridor name: “Brazos Trail,”
  2. The 420-Acre Park name: “Brazos River Park,” and
  3. The theme for future park site naming: current or historic land uses, such as wildlife, natural features, or agricultural uses.

 

At this meeting, City Council appreciated the work of the Parks Committee and Board, but decided to give further thought about the recommendations prior to the naming being placed on a future City Council agenda.  After receiving and taking into account comments from Council Members, Staff prepared the attached resolution naming the Brazos River Parkland:

 

  1. The Brazos River Corridor name: “Brazos River Park,”
  2. The Corridor Trail name: “Brazos Trail,”
  3. The 420-Acre Park name: “Park on the Bend,” and
  1. The theme for future park site naming: current or historic land uses, such as wildlife, natural features, or agricultural uses.

 

Due to the length of the Brazos River and the fact that it passes through several cities, there is the possibility that other parks or open spaces could have similar names to the ones that the Parks and Recreation Policy Advisory Board are recommending. The naming committee’s search of the names, “Brazos River Park” and “Brazos Trail” did not reveal any significant facilities that could lead to confusion or copyright concerns. The Texas Historical Commission has designated a portion of the state surrounding Waco as the Texas Brazos Trail. The City’s Legal Department has researched this and has found that this is not a copyrighted name.

RESOLUTION NO. 06-47

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, NAMING THE BRAZOS RIVER PARKLAND.

 

 

WHEREAS, the City of Sugar Land adopted the 1997 Brazos River Corridor Master Plan identifying nine river miles and 3600 acres of flood way property in the City limits and Extraterritorial Jurisdiction for recreation and conservation purposes; and

 

WHEREAS, the state of Texas deeded 420 acres of flood way property to the City for park purposes; and

 

WHEREAS, the City continues to actively pursue acquisition of flood way property along the nine mile river corridor; and

 

WHEREAS, the first park development site will be completed in 2007 including active and passive recreational opportunities and trails; and

 

WHEREAS, Resolution No. 98-41 adopted the City’s criteria and procedures for naming City parks; NOW, THEREFORE,

 

 

BE IT RESOLVED BY THE CITY COUNCIL

OF THE CITY OF SUGAR LAND, TEXAS:

 

            Section 1.  That the entire nine mile Brazos River Corridor is named “Brazos River Park.”

 

Section 2.  That the Corridor Trail name is “Brazos Trail.”

 

Section 3.  That the 420-Acre Phase I Park adjacent to the University of Houston is named “Park on the Bend.”

 

Section 4.  That the theme for naming future park sites within the entire Brazos River Corridor will be current or historic land uses, such as wildlife, natural features, or agricultural uses.
