On
Thursday September 28, 2006, three bids were opened for the Telfair Surface Water Pump Station. The apparent low
bidder was Deep South Construction, Inc., with a total bid of $397,605.80 and
a 190-calendar day completion time. CP&Y,
the City’s consultant for the project, completed a reference review and
evaluation and provided a letter of recommendation indicating Deep South
Construction, Inc., is capable of completing a project of this size and
nature. Staff is also familiar with Deep South Construction through their
recent successful completion of a distribution system extension capital
project and similar infrastructure work completed in the City and ETJ for
development projects. The
scope of the Telfair Surface Water
Pump Project
is construction of a raw surface water pump station and supply line located near
the intersection of SH 6 and Brooks Street (see location map). The surface water pump station will be a
submersible type station located on the south bank of the Brooks Lake
Diversion Channel near the AMIL Gates.
The project’s transfer line consists of approximately 1,100 L.F. of
12-inch pipe from the pump station location to the northeast edge of the
Telfair development, which includes crossing SH 6 and Ditch “H”. Completion
of the project will allow the transfer of raw surface water to the Telfair
development for use in landscape irrigation and filling of static level
detention lakes. The proposed use of
surface water by Telfair will provide the City with subsidence district
credits. The credits will enable the
City to reduce the costs of our proposed surface water plan by allowing us to
downsize or delay construction of the future surface water plant or bank the
credits for use in future years. The credits stand to represent an avoidance
of costs with a payback of less than 18 months. Using the raw surface water will cost the
city about $300,000 per year less than it would cost to produce the same
amount of treated surface water. The
savings or cost avoidance will be realized every year. Funding for this
project’s construction was budgeted in the FY2007 Capital Improvement
Program. There is currently $104,854
in CIP No. SW0601, with an additional $600,000 in supplemental funding
available in CIP No. SW0701. Contractor
Construction Notice to Proceed issuance is anticipated for early November 2006
with completion scheduled for mid-May 2007. |
