The
City has entered into a yearly contract with Keep Sugar Land Beautiful (KSLB)
since 1999. The current contract
specifies a $0.76 per capita funding for KSLB from the City for providing
specific services including the Great Texas Trash Off Event, Pollution
Prevention Week Event, promotion of the City’s stormwater and recycling
programs, public education on various environmental issues, management of the
Adopt-A-Spot program, and volunteer support for City functions such as Water
Week/H20 EXPO, Electronics Recycling, and Christmas Tree Recycling. KSLB
reported a return of $3.24 per City contract dollar for 2005, and although
calculations have not been completed for 2006, we expect a very similar cost
benefit for 2006. KSLB has a separate lease agreement with the City for rental of office space at 123 Brooks Street at a cost of $1.00 per year. This contract automatically renews each year. The office, including electric, water, wastewater and office furniture, conservatively equates to approximately $9,000 a year. Based on the estimated population of 76,787 for January 2007, the fiscal year 2006/07 contract totals $58,358. The Public Works department recommends City Council authorize the agreement with KSLB in an amount not to exceed $58,358. Funding is available in the solid waste contractual services account. |

KEEP SUGAR LAND BEAUTIFUL, INC.
WHEREAS, Keep Sugar
Land Beautiful, Inc. (KSLB), a Texas non‑profit corporation, has been
established to support the City of Sugar Land (City) by providing education,
programs, and volunteers to promote litter and waste reduction, stormwater
education, recycling, environmental awareness and beautification projects; and
WHEREAS,
KSLB and the City wish to enter into this Contract under which KSLB will
organize, coordinate, publicize and provide volunteers for agreed upon events
and programs and the City will provide funding for KSLB; and
WHEREAS,
the City Council has determined that KSLB activities promoting environmental
awareness and beautification will provide a valuable public service to the
City; NOW, THEREFORE;
Agreement:
In consideration of the mutual
promises and commitments of each, the City and KSLB agree as follows:
1. KSLB Support of City Funded Programming.
a) Continue to support the programs listed in the City’s Five-Year Solid Waste Management Plan, approved by City Council on September 30, 2002, in cooperation with the City’s Solid Waste Division;
b) Provide volunteers, food and assist with publicity for Christmas Tree Recycling program;
c) Administer the daily operations of Adopt-a-Spot and promote Adopt-a-Highway programs;
d)
Publicize and promote the City Glass Recycling Drop-Off Center;
e) Provide assistance with promoting Texas Recycles Day;
f) Provide assistance and volunteers for storm water monitoring and education;
g) KSLB will provide assistance, as requested, for other programs throughout the year.
2. KSLB Funded Programming.
a)
Coordinate, organize and publicize the annual Great Texas Trash Off event;
b)
Coordinate, organize and publicize a Recycling event;
c)
Participate in Pollution Prevention Week event;
d) Continue the Speakers Bureau program and continued community outreach of programs supported in the City’s Five-Year Solid Waste Management Plan approved by City Council on September 30, 2002;
e) Continue to provide programming to promote environmental and beautification awareness within the City of Sugar Land;
f) Provide exhibit space and volunteers for the City’s Halloween Fun Fest and Water Week.
3. Reporting.
a)
Provide the City with an Annual Report;
b) Provide the City with quarterly financial reports and summary membership by level report.
4. City to Provide Funding.
In consideration of KSLB providing such services as specified in this
Contract, the City will grant to KSLB within 30 days of the date of this
contract a $0.76 per capita funding of $58,358.00. The City funds may only be
used by KSLB for activities and services directly related to providing litter
and waste reduction, stormwater education, recycling, environmental awareness
and beautification projects for the City of Sugar Land.
5. Terms and Termination.
This contract term is
effective on the last date of the dates executed by the City and KSLB and
terminates on September 30, 2007.
6. Entire Agreement.
This contract represents the entire agreement between the City and KSLB
and supersedes all prior negotiations, representations, or contracts, either
written or oral. This contract may be
amended only by written instrument signed by both parties.
