Recommended Action

The Public Works Department recommends City Council authorization of the attached Interlocal Agreement with the Houston-Galveston Area Council to perform an access management study for State Highway 6, through which the City provides a local match of $20,000.

Executive Summary

H-GAC and the Texas Department of Transportation (TxDOT) have established a partnership with Fort Bend County, Harris County, and the cities of Sugar Land, Missouri City and Houston to perform a comprehensive access management study of the S.H. 6 corridor.  The section of S.H. 6 that will be studied is approximately 25.8 miles in length, from Almeda Road (FM 521) in Fort Bend County to IH-10 West in Harris County, including approximately 6.8 miles in Sugar Land (see location map).  The purpose of the study is to improve safety, identify short-term (1-4 year timeframe) and medium-term (5-10 year timeframe) transportation solutions, improve traffic flow, reduce motorist delay and assess long-term (11 plus year timeframe) corridor needs.

 

Sugar Land has been practicing access management for a number of years and this is an opportunity for the City to work with an engineering consultant as well as other agencies through public meetings and steering committee meetings to identify needed improvements. Along with other improvements, the study will review the need for a raised median for the remaining segments of the Sugar Land portion of the corridor along the northernmost end (from the beginning of the SH 6/US 90A bridge north of US 90A to Voss Road) and southern most end (approximately 2000 feet east of Settlers Way Boulevard to Dulles Avenue/Austin Parkway).  This project is the first step in attaining federal funding for the installation of needed traffic improvements like a raised median crossed section.

 

The partner agencies have selected Kimley-Horn and Associates, Inc. through pre-selected evaluation criteria.  Through this study, the consultant will perform, but not be limited to the following major tasks of the scope of services:

 

·        Project Management and Coordination

·        Public/Agency Involvement

·        Assembly and Review of Data

·        Evaluation of Existing Corridor

·        Analysis of Short Term/Medium Term Solutions

·        Long Term Access Management Strategies

·        Final Report

 

The study will document the initial list of improvement concepts, potentially including, but not limited to the following:

·        Intersection Geometric Improvement

·        Median Opening Modification

·        Access Control Modification

·        Traffic Signal Modification

·        Intelligent Transportation System Improvements

·        Travel Demand Management Programs

·        Alternative Corridor Improvements

 

The final report will include a summary of recommended projects along with project descriptions, costs, benefits, potential funding sources and schedule of implementation for each of the political entities. The list of recommended projects will be prioritized in cooperation with the Steering Committee. The report will also include a summary of recommended long-term access management action strategies (and projects, if applicable) for each of the political entities in the corridor. Completion of the study is expected by October 2007.

 

The local agencies have committed to the H-GAC for the 20 percent local match as follows:

Funds for this study are available in C.I.P. No. ST 0402 (State Highway 6 Access Management Study) with an unencumbered balance of $205,000.

 

 

 

 

 

INTERLOCAL AGREEMENT FOR A STATE HIGHWAY 6 CORRIDOR

ACCESS MANAGEMENT STUDY

 

This agreement is made between the City of Sugar Land (City) and the Houston-Galveston Area Council (H-GAC).

 

Recitals:

The H-GAC, in cooperation with Harris County, Fort Bend County, and the Cities of Sugar Land, Missouri City, and Houston, have come together in a six-way partnership to seek consultant assistance in developing a list of transportation system access improvements for a 25.8-mile segment of the southwest SH 6 Corridor. 

 

Agreement:

The City/County and agree as follows:

 

1. Scope of Services:  H-GAC will retain a Consultant to perform an Access Management study.  H-GAC will ensure that the Study is conducted and completed in accordance with the specifications outlined in H-GAC’s July 22, 2006 Request for Qualifications (Exhibit A).  The study will gather sufficient information to measure and evaluate a range of viable short-term improvements to traffic flow and safety along this corridor segment.

 

2. Technical Steering Committee:  A technical steering committee will be created by H-GAC to assist the consultant team in conducting the study.  The steering committee will consist of designated staff from each of the funding partners as well as representatives from other stakeholders that the committee deems necessary.  The H-GAC will provide meeting space for committee meetings unless a more convenient location is agreed to by all the funding partners.

 

3. Completed Study: Upon completion of the Study, H-GAC shall provide ten (10) hard copies and five (5) CDs of the study to the City.  The City will provide H-GAC and/or the Consultant with mailing lists or equivalent to facilitate public outreach efforts during the study and assist H-GAC in locating optimum facilities, if needed, for the two public meetings called for in the study.

 

4. Payment:  The City will pay H-GAC a one-time lump sum payment of $20,000.  Payment by City will be made within 30 days from the receipt of notification of the execution of the contract between H-GAC and the consultant.  Within 30 days of the completion of the or the termination of the contract by H-GAC, H-GAC will repay to the City any of the City’s payments under this agreement that are not used under the consulting contract without necessity of demand.

5. Records:  H-GAC will maintain records adequate to verify the costs incurred in preparing the Study.  The City may inspect and audit such records upon reasonable notice.  H-GAC will maintain such records for four years after the expiration of the Agreement or until all claims or disputes relating to the Agreement are resolved, whichever is later.

 

6. Terms and Termination:  This Agreement begins on the latest date of the dates executed by all parties and continues through the date when the study is accepted by all of the funding partners.  H-GAC or the City may terminate this agreement for any reason without further obligation prior to the award of a contract for the Study.  After award of a contract, either party may terminate this Agreement or each party will be responsible for its proportionate share of total expenses incurred up to or because of the termination.

 

7. Notices:  All notices required by this agreement must be in writing and delivered personally or sent by certified US Mail, postage prepaid addressed to each party as follows:

Notice will be deemed given on the date so delivered or so deposited in the mail, unless otherwise provided herein.  The parties may change the above addresses by sending written notice of such change to the other in the manner provided for above.

 

8. Amendments:  The entire Agreement between the parties is contained herein and no change or modification of this agreement will be valid or enforceable unless it is in writing and signed by both parties
