Executive Summary |

|
Novell Network software products are used for computer servers, user network access, E-mail, firewall and desktop management. Together, they represent an integrated system of citywide network services and management tools. This request is for the annual software maintenance renewal of those products in the amount of $29,350.84 using a Master License Agreement (MLA). The MLA ensures the city has the latest technological offerings related to Novell Network products and allows access to their best and safest versions of software. It also includes incremental updates and access to technical support systems. We have been using Novell Netware products since the inception of the network in 1993. Annually, a software audit is performed by the city to determine its license counts and corresponding maintenance costs. Based on that audit, the MLA is adjusted to ensure license compliance citywide. This year Novell changed their audit procedures that determine maintenance counts. Previous exemptions are no longer available and the resulting increase to maintenance counts requires us to pay retroactively on as many as 34 instances over the past three years. The cost of retro-activating maintenance over this period of time amounts to an increase of $1,313.52, which is approximately half the cost of buying new ones outright. The end result is that we will be in compliance under the new auditing procedures. The MLA is offered by SHI – Government Solutions under the umbrella of the State of Texas Department of Information Resources cooperative contract # DIR-SDD-198 (expires 05/26/07) and it meets the competitive bidding requirement. |
