Recommended Action

Public Works staff is requesting that City Council accept the low bid and authorize a contract between the City of Sugar Land and S & C Construction Inc. for the Maygrove Storm Sewer Improvements Project in an amount not to exceed $145,291.80.

Executive Summary

On Thursday September 14, 2006, six bids were opened for the Maygrove Storm Sewer Improvements Project. The apparent low bidder was S & C Construction Inc. with a bid of $145,291.80, and a 30-calendar day completion time. S & C Construction Inc. has a long history of constructing projects for the City and is capable of completing a project of this size and nature.

 

The project scope of work consists of replacing six Type B inlets with larger Type B-B inlets and installing 778 lineal feet of parallel 24-inch storm pipe from Maygrove to Woodchester in order to provide relief from local flooding during small rain events. The existing storm pipe will remain in place and in service with the additional storm pipe being placed under existing pavement. All work will be restricted to one lane with approximately a five-foot section of pavement being removed and replaced. City staff will provide notification of work to the local residents and Covington Woods HOA. A traffic plan is also in place to minimize disruption to traffic.  Both lines will flow to a 42-inch storm pipe on Woodchester that drains to the Covington Woods Ditch, which ultimately flows into Ditch A-22. The outfall is located below the A-22 restrictor and will not have a negative impact on the Sugar Mill drainage system.

 

Funding for the project construction has been budgeted in the FY2005/06 Capital Improvement Program, with a current project balance of $157,079, which is sufficient to fund construction.  The project construction time allotted is 30 calendar days, with construction starting October 16, 2006 and finishing November 17, 2006.
