On February 13, 2007, Commissioners Court accepted the Fort Bend County Mobility Planning Committee’s list of Candidate Mobility Projects (attached). This list of road and bridge projects identifies the limits of each proposed project as well as the amount of County participation to be paid for from future bonds. The mobility bond referendum will be for approximately $153 million and is anticipated to go before the voters of Fort Bend this May. Commissioner’s Court will be calling for the May election prior to the March 12 deadline. If approved by the voters, the mobility bond referendum will increase the County tax rate by no more than two cents per the County Judge. Specific to Sugar Land, the projects that will receive county mobility bonds include: 1) University Boulevard (U.S. 90A to Ditch “H” and Commonwealth Blvd. to the LID 2 drainage outfall), 2) Dulles Avenue (U.S. 90A to S.H. 6), 3) Dairy Ashford Road (Julie Rivers Drive to U.S. 59), and 4) Lexington Boulevard (Oxbow Drive to University Blvd. at UH) Each one of the projects submitted by the City is a major arterial roadway identified in the City’s Thoroughfare Plan, the City’s Capital Improvement Program, the County’s Mobility Plan and the Houston-Galveston Area Council’s (H-GAC) Regional Transportation Plan. Also, each one of these identified projects is of regional significance due to the fact that each project is a segment of a corridor that traverses and serves at least two cities. University Boulevard will allow for a continuous four-lane curb and gutter roadway from U.S. 90A in Sugar Land to S.H. 6 in Missouri City. Dulles Avenue will allow for a four and six lane curb and gutter roadway with additional turn lanes between U.S. 90A to S.H. 6. Dairy Ashford Road will be expanded to six lanes over the railroad tracks to allow for the more efficient clearance of vehicles once a train has passed. Lexington Boulevard will be a four-lane curb and gutter extension from its current terminus to University Boulevard at the University of Houston – Sugar Land campus. Other projects identified on the list that are on roads adjacent to or lead to and from Sugar Land include: 1) Burney Road 2) Florence Road 3) Ransom Road 4) S.H. 6 Access Management 5) West Airport Boulevard 8) West Bellfort Avenue Completed projects or projects currently under construction within the City from the last voter-approved County mobility bond referendum held in 2000 helped fund the following projects: West Airport Boulevard (Eldridge to Burney Road), West Bellfort Avenue (Dairy Ashford to Eldridge Road, University Boulevard (U.S. 59 to Commonwealth), S.H. 6 (First Colony Blvd/Brooks Street to north of U.S. 90A), U.S. 90A (U.S. 59 to S.H. 6), and U.S. 59 (S.H. 6 to S.H. 99). Commissioners Court is asking each city to approve a resolution of support for the pending mobility bond election. Attached is Resolution No. 07-05 illustrating that the City of Sugar Land supports voter approval of the County’s proposed bond election in May of 2007 for approximately $153 million in road and bridge improvements.

RESOLUTION NO. 07-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, SUPPORTING APPROVAL OF THE COUNTY’S PROPOSED BOND ELECTION IN MAY OF 2007 FOR APPROXIMATELY $153 MILLION FOR ROAD AND BRIDGE IMPROVEMENTS.
WHEREAS, on February 13, 2007, Fort Bend County Commissioner's Court accepted the attached list of proposed road and bridge improvements (Projects) throughout the County as recommended by the Fort Bend County Mobility Planning Committee’s (Committee); and
WHEREAS, Fort Bend County Commissioner’s Court plans to hold an election in May of 2007 to seek approval of approximately $153 million of general obligation bonds to fund the Projects; and
WHEREAS, the City Council of the City of Sugar Land supports voter approval of the bonds and completion of the Committee’s recommended Projects, including the following:
Projects within the City:
1. University Boulevard (from U.S. 90A to Ditch H and from Commonwealth Boulevard to the LID 2 drainage outfall);
2. Dulles Avenue (from U.S. 90A to State Highway 6);
3. Dairy Ashford/Spur 41 Widening (from Julie Rivers to U.S. Highway 59); and
4. Lexington Boulevard (from Oxbow Drive to University Boulevard at the University of Houston).
Projects adjacent to or leading to or from the City of Sugar Land city limits:
1. Burney Road;
2. Florence Road;
3, Ransom Road;
4. State Highway 6 Access Management;
5. West Airport Boulevard; and
6. West Bellfort Avenue;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SUGAR LAND, TEXAS:
Section 1. That
it supports voter approval of the County’s proposed bond election in May of
2007 for approximately $153 million in road and bridge improvements.
