Recommended Action

The Public Works and Utilities Departments are requesting that Council accept the low bid and authorize execution of a contract between the City and Layne-Texas, Inc., for the Conversion of the First Colony Boulevard Water Plant Great Oaks Off-site Well Project in an amount not to exceed $198,565.

 

 

Executive Summary

On Thursday January 25, 2007, three bids were opened for the Conversion of the First Colony Boulevard Water Plant - Great Oaks Off-site Well Conversion Project. The apparent low bidder was Layne-Texas, Inc, with a total bid of $198,565 and a 210-calendar day completion time. Jones & Carter, Inc., the City’s consultant for the project, completed a reference review and evaluation and provided a letter of recommendation indicating Layne-Texas, Inc., is capable of completing a project of this nature. Staff is also familiar with Layne-Texas through their successful completion of several similar capital projects. 

 

The project scope of work will include the conversion of the First Colony Blvd Water Plant - Great Oaks Off-site well from a submersible type well to a line shaft installation.  The conversion is recommended due to the numerous well motor failures experienced since the construction of the well.  The conversion will also allow for the future installation of an auxiliary power right-angle drive unit, which has been determined to be far more cost effective for providing auxiliary power to the well rather than the installation of a generator. 

 

The contractor’s construction notice-to-proceed issuance is anticipated for mid-February 2007 with completion scheduled for August. All contractors, in attendance of the project’s pre-bid meeting, indicated that equipment delivery for a well pump and motor of the size required for the well may be as long as five months.  To ensure water production can meet the summer’s peak demand periods, during the well’s conversion, an alternate bid item to install a rental well pump and motor has been included in the project scope.  With the increased production capacity of the Woodchester Water Plant replacement well scheduled to go on line this spring, staff does not anticipate a rental pump and motor will be needed during the Great Oak Well’s construction.  However, if water demand begins to near critical levels this summer, council authorization of a change order for the project’s alternate bid item of the rental pumping equipment may be requested at that time.   

 

Funding for the construction phase of the Conversion of the First Colony Boulevard Water Plant - Great Oaks Off-site Well is available in Capital Improvement Program Project No. WA0702, which has a current balance of $262,000.  Staff recommends Council authorize execution of the construction contract between the City and Layne-Texas, Inc., for the project’s base bid amount of $198,565.
